How to Use This Workbook

This workbook is designed to guide your team through every phase of project development. Work through the sections in order, completing worksheets and reflection questions as you go. The goal is not perfection—it's to ensure your team has thought through key decisions, anticipated challenges, and built realistic timelines.

Each section includes examples from real UBIf projects so you can see how other chapters have applied these frameworks.

Phase 1: Visioning & Concept Development

1.1 Define Your "Why"

Before planning details, your team needs clarity on the core problem your project solves and why it matters to your community.

Worksheet: Problem & Opportunity Statement

What problem does this project address? (Be specific—"energy costs for low-income families in our neighborhood" rather than "energy")

Who is most affected? (Describe community members, their circumstances, scale)

Why now? (Is there a specific policy window, community readiness, or urgency?)

What makes us uniquely positioned to do this? (Local trust, expertise, resources)

1.2 Vision & Success Metrics

Define what success looks like. This keeps your team aligned and gives you benchmarks for measuring impact.

  • Energy project: 50 households with solar installed, $500K/year in savings, 200 kWh/day generated
  • Water project: 1,000 families with access, 100K gallons captured annually, 80% participation in maintenance
  • Food network: 10 farms participating, $100K annual sales through direct relationships, 500 families engaged

1.3 Stakeholder Mapping

Who needs to be involved? Map your stakeholders by category and their roles.

Phase 2: Design & Technical Planning

2.1 Technical Feasibility

Get professional assessment of what's technically possible given your site, climate, and resources.

Key Questions

  • Have you conducted site assessments? (solar surveys, soil tests, water availability)
  • What are the environmental constraints? (zoning, wetlands, protected species)
  • Does infrastructure exist to connect to? (grid, water system, broadband backbone)
  • What's the standard technology for this application in your region?
  • What maintenance and replacement timelines should you expect?

2.2 Scope Definition

Be explicit about what's included and what's not. Scope creep is one of the biggest project killers.

  • Community scope: Who can participate, initial phase targets

2.3 Design Phases & Milestones

Most projects need multiple design phases before construction. Budget time and money for this.

  • Preliminary design (4-8 weeks): Detailed layouts, equipment specs, refined budget
  • Final design (6-12 weeks): Construction-ready plans, permit applications, detailed specifications
  • Permitting (varies): Can be 2 weeks to 6 months depending on your location

Phase 3: Budget & Resource Planning

3.1 Complete Cost Estimation

Most projects cost more than initially estimated. Build in contingencies and get multiple quotes.

  • Equipment & materials: Get quotes from 2-3 suppliers
  • Labor: Design, permitting, installation, training (often 30-50% of project cost)
  • Site prep & infrastructure: Land acquisition, utilities connection, infrastructure upgrades
  • Permits & fees: Application fees, inspection fees, utility interconnection costs
  • Professional services: Engineers, environmental consultants, legal counsel
  • Contingency: Minimum 15-20% for unexpected issues (higher for novel projects or uncertain sites)
  • Operations for Year 1: Staffing, maintenance, monitoring, community engagement

3.2 Funding Strategy

Most community projects require multiple funding sources. Develop a diversified strategy.

Foundation Funding (3-6 month timeline)

3.3 Operating Budget & Sustainability

Projects need ongoing funding for maintenance, staffing, monitoring, and improvements.

Year 1-3 Operating Budget Should Include

  • Staff: Project manager, technical support, community liaison (typically largest expense)
  • Maintenance: Annual service contracts, spare parts, monitoring systems
  • Utilities & insurance: Liability, property, performance insurance
  • Community engagement: Workshops, trainings, regular communication
  • Reserve fund: 10-20% of operating budget for emergencies

Phase 4: Timeline & Implementation Planning

4.1 Realistic Project Timeline

Most community infrastructure projects take 18-36 months from initial concept to operational. Build in buffer time.

Months 3-6: Design phase, grant writing, community meetings

Months 6-9: Permitting, final funding, equipment ordering

4.2 Critical Path Analysis

Identify which tasks must be done sequentially (the "critical path") vs. which can happen in parallel.

  • What can happen in parallel? (Community outreach + design phase + grant writing)
  • What's the longest chain of dependent tasks? (This is your critical path)
  • Where are the biggest delays likely? (Permitting? Funding? Material lead times?)
  • How much buffer time do you have for delays?

4.3 Team & Roles

Clarify who's responsible for what. Unclear roles create delays and conflict.

  • Project Manager: Overall coordination, timeline, budget tracking
  • Technical Lead: Design, equipment specs, contractor oversight
  • Finance Lead: Budget management, funding applications, invoices
  • Community Engagement Lead: Outreach, meetings, training coordination

Phase 5: Risk Management

5.1 Identify Project Risks

Anticipate what could go wrong and plan mitigation strategies.

Common Infrastructure Project Risks

Financial Risk

Costs exceed budget, funding falls through, equipment more expensive than estimated. Mitigation: get multiple quotes, build 20% contingency, lock in critical funding early.

Technical Risk

Site conditions worse than expected, technology underperforms, equipment incompatibilities. Mitigation: thorough site assessment, pilot test if possible, conservative performance estimates.

Permitting Risk

Permits take longer than expected, agencies request major design changes. Mitigation: meet with regulators early, hire experienced permit consultants, build 6-month buffer in timeline.

Community Risk

Neighbors oppose project, community loses interest, beneficiaries don't participate. Mitigation: early and transparent engagement, clear communication of benefits, address concerns directly.

5.2 Risk Assessment Matrix

Rate each risk by likelihood and impact, then prioritize your mitigation efforts.

  • Impact if occurs: High (project stops), Medium (delays/costs increase), Low (manageable)
  • Priority: High-impact, high-likelihood risks get most attention

Phase 6: Monitoring & Adjustment

6.1 Regular Check-ins

Track progress against your plan. Early detection of problems prevents major delays.

  • Budget: Are we on budget? What's driven spending changes?
  • Risks: Any new risks emerged? How are mitigation strategies working?
  • Team capacity: Are roles sustainable? Do we need additional support?
  • Community engagement: Participation levels? Emerging concerns?

6.2 Impact Measurement

Establish baseline data before project starts so you can measure impact over time.

  • Technical performance: Energy generated, water captured, connectivity speed
  • Equitable access: Who's participating? Are benefits distributed fairly?
  • Financial impact: Cost savings for participants, local economic activity
  • Community strength: New relationships, skills gained, increased agency
  • System resilience: Reduced dependency on external systems, crisis response capacity
